Analysis

David Albert requests Council consider approval of two permanent off-premise billboards along SH-161 near the Grand Prairie-Irving border. The land under consideration was unincorporated Dallas County until annexed Rock Island Road in 2013. At that time, Mr. Albert had come to an agreement with Dallas County to construct the billboards. Because the land is now within the city of Grand Prairie, the billboards are prohibited (Article 9, Section 8 of the Unified Development Code does not allow billboards along SH-161). Mr. Albert is requesting that Council consider the request due to a previous agreement with Dallas County prior to annexation and due to other considerations such as advertising opportunities for City facilities.  At its March 19, 2018 meeting, the City Council Development Committee voted unanimously to recommend denial of the request. 

 

Staff recommends no billboards be allowed along the SH 161 corridor, as stipulated by the Unified Development Code.
