Price agreement for LED (Light Emitting Diodes) Traffic Signal Indications with Texas Highway Products at an estimated annual cost of $23,300 with four one-year renewal options totaling $116,500 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term.

Analysis
This contract will be used for the purchase of LED (Light Emitting Diode) traffic signal indications such as red, yellow, green arrows and also the "walk" and "don't walk" pedestrian indications. The indications are used on all traffic signals maintained by the City of Grand Prairie on an as needed basis.
Notice of bid # 17069 was viewed by 21 vendors, including one Grand Prairie vendor whose bid was not within the 5% allowed for local preference.
The low bid received from Texas Highway Products meets all specifications and is recommended for award.
Financial Consideration
Funding for LED Traffic Signal Indications from Texas Highway Products is available in the FY 2016/2017 General Fund Budget (251310-63125 for ELCT), Traffic/Signal Maintenance and will be charged accordingly on orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budget.
