Analysis
Prairie Paws' current generator is insufficient for its current operations in the event of a power failure, and Ruthe Jackson Event Center does not have a backup generator. The current generator at PPAC will be transferred to RJC, and PPAC's recently installed generator will be fully operational, which will be equipped to handle the full capacity of the building in the event of a power failure, and the fuel for the new equipment will be purchased through our Fleet Services Department distributor at an estimated cost of $4 per gallon of diesel.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already have been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including NJPA.
