Analysis
These contracts are to perform necessary repairs to restore broken equipment and infrastructure that will be necessary for operation of the Airhogs' baseball park. The contract with Trane is for the replacement of 11 with up to 3 backup HVAC units due to the units no longer functioning. These units are used to provide climate control for multiple areas at the facility. The contract with Entech will be for repairs of miscellaneous plumbing issues in the concession and restroom areas. The contract with Texas Airhogs will be for a shared cost of Terraplast field cover which will be used by the Airhogs and Cleburne stadiums to protect the turf for events. The repairs are needed in order to get the facility ready for opening day.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including U.S. Communities and Buyboard.
