On April 7, 2015, the City of Grand Prairie awarded a construction contract to S.J. Louis Construction of Texas, Ltd. in the amount of $2,185,279.40 and approved a 5% contingency of $109,263.97 for a total of $2,294,543.37 for the Avenue K Street Relief Trunk Sewer construction project.
The current Change Order/Amendment No. 5 in the net amount of -$59,597.20 provides for several outstanding items included as part of the re-alignment of the new wastewater main as well as the reduction in the overall amount of work by ending the project at the corner of Westpark Drive and Avenue K. Construction on this project was to begin in mid-May 2015 but due to the heavy rainfall received in the month of May, construction did not begin until mid-June 2015. Due to the depth of the proposed wastewater line and several significant changes in field conditions, several bid items required revisions. The major change in field conditions is the presence of several telecommunication lines that were previously unknown by the design engineer as well as City staff and were not discovered until the contractor began construction in the area. This necessitated a change in the wastewater line alignment, placing it under the median and pavement of the westbound lanes of Avenue K for approximately 1,500 feet. In addition, it was also determined during construction that what was previously believed to be a City wastewater main adjacent to Bell Helicopter’s property at Avenue K and Westpark Drive is actually a private wastewater line on Bell Helicopter’s property and is thus their responsibility for maintenance of this line.
