Analysis
The original agreement approved by the Grand Prairie City Council on January 24, 2017 for the total project cost of $300,000 provided Dallas County paying for half of the preliminary design not to exceed $150,000 for replacement of the existing Rock Island Road Bridge at Bear Creek from the existing two lanes to a proposed four lane divided bridge design. The City and County are considering the options of building the full four lane bridge or a two lane bridge from the full design that will allow taking the existing bridge out of service with the remainder of the bridge being constructed at a later date. Upon taking the existing bridge out of service the City will annex that remaining portion of Rock Island Road including the bridge. As per the agreement, the City of Grand Prairie is the lead for the Rock Island Road Bridge project with Dallas County for the preliminary design work, with the City of Grand Prairie being reimbursed by Dallas County for their share.
On February 6, 2018 a professional contract for engineering services was awarded to Kimley Horn and Associates by the City of Grand Prairie (18-7578) in the amount of $293,500. This original scope was based on a baseline hydraulic model being provided to begin the hydraulic analysis. The scope was also based on analyzing the 100-year storm event for the hydraulic analysis. Kimley Horn determined that the limits of the 2016 Preliminary model did not include the Rock Island Road bridge.
