This contract renewal is to monitor and resolve issues with our legacy Police Records system, Tiburon Public Safety System, which is being maintained for archival purposes. In addition to our legacy system the current public safety systems are also being monitored under this contract. This was budgeted as software and support maintenance for the amount of $22,800.
Athena Advanced Networks have provided these services to us since 2011, allowing them to get familiar with our system, processes, and requirements. The Tiburon Public Safety System is an aging and obsolete system in which even the original manufacturer no longer supports the system following the acquisition of the company by another software firm. Athena was thus founded in fact by the same founders of Tiburon and focus on providing the managed services the City requires in order to maintain these legacy system.
Chapter 252 of the Local Government Code provides for the exemption to competitive bidding when the purchase represents a captive replacement.
We are bringing this before Council due to the reason that this current contract is about to start it's third renewal term at an annual rate of $22,600 in which the proposed third term will exceed the $50,000 approval threshold.
