Title
Price Agreement for landscaping services from ELS Landscape LLC of Grand Prairie ($18,870 annually) and secondary to Espinosa Landscaping. This agreement will be for one year with the option to renew for four additional one-year periods totaling $94,350 if all extensions are exercised; authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City’s obligation during the renewal terms.

Analysis
This contract is for mowing, edging and trimming of two city facilities: the Environmental Quality Field Office property and the Prairie Paws Adoption Center property. It is also for bed maintenance for three city facilities: Environmental Quality Field Office, Prairie Paws Adoption Center and the Kirby Creek Nature Center Teaching Garden. Lastly, the vendor will also provide irrigation maintenance and repair at the Kirby Creek Nature Center and the Prairie Paws Adoption Center.
Notice of bid #12127 was advertised and distributed to 2,399 vendors. There were at least two Grand Prairie vendors available for this commodity. Four bids were received as shown in attachment A.
The award was based on best value criteria set up in the specification, including material markup, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification. The criteria and scoring are shown in attachment B.
ELS Landscape LLC meets specifications and is recommended for award.
The secondary vendor, Espinosa Landscaping, will only be used if the primary vendor cannot fulfill the needs of the City.
