Title: Price agreement for EMS (Emergency Medical Services) pharmaceuticals from BoundTree Medical for $50,000 annually for one year with the option to renew for four additional one year periods totaling $250,000 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
Notice of bid #15027 was advertised and viewed by 30 vendors.  There were no Grand Prairie vendors available for this bid.  Two (2) bids were received, none from a Grand Prairie vendor.  Bids were opened January 5, 2015, see exhibit A for results.
 
A committee of four Fire Department staff evaluated bids based on the best value for the City. The discount is based on manufacturer's list price. In determining the "best value", as amended in section 252.043 of the Texas Local Government Code, the criteria considered and maximum point value was as follows:
 
      Discount Percentage                                    50 points
      Offers Supplies listed on Exhibit A (attached)                        10 points
      Past Relationship w/COGP, other municipalities or ISD's      10 points
      Driving Distance to Order Will Call from Fire Admn            30 points
 
An estimated annual expenditure of $50,000 is anticipated for the purchase of pharmaceuticals. It is the Fire Department's recommendation to accept a one year price agreement with an option to renew for four years on a year-to-year basis with BoundTree Medical of Chicago, IL.
 
Financial Consideration
EMS pharmaceutical supplies are budgeted items and will be paid from the FY 2015 General Fund budget.
