Analysis
Funding was authorized for the purchase of fitness equipment and furnishings as part of the Charley Taylor Recreation Center Renovation and Expansion Project. Team Marathon Fitness has provided fitness equipment for several city projects in the past, including Tony Shotwell Life Center, The Summit, Dalworth Recreation Center and most recently for the EPIC. A proposal was received from Team Marathon Fitness utilizing cooperative agreements in the amount of $ 87,652.81 for the purchase and installation of cardio, strength and conditioning equipment.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with BuyBoard.
BuyBoard is able to save money by pooling the impressive purchasing power of their members, which included hundreds of school districts, municipalities, counties, or other governments, and nonprofits across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now. BuyBoard Contract# 502-16 was effective April 1, 2016 and shall terminate March 31, 2019.
