Analysis
The City of Grand Prairie has been under the Medical Direction of Dr. Cynthia Simmons and Questcare since 2007. Questcare has been a leading Medical Provider across the DFW area and a great partner for the City of Grand Prairie. A Request for Proposal (RFP) was submitted and we received four submittals by the June 20, 2014 deadline. These submittals included Questcare, Careflite, Texas Emergency Medical Consultant, and the University of Texas Southwestern Medical Center. The Fire Chief reviewed the four proposals and determined it was in the City's best interest to interview the three top firms which included Questcare, Careflite, and Texas Emergency Medical Consultants. At the time, the University of Texas Southwestern Medical Center was not chosen for the interview selection because their price was 52% higher or $31,000 above the average and over 300% higher to provide medical education.
The other three firms were interviewed by the committee comprised of Fire Department staff, one Grand Prairie citizen, and one City Councilmember. The committee spent several hours interviewing the candidates and a scoring matrix approved in the RFP was used to determine the best Medical Director for the City of Grand Prairie. The scoring matrix was as follows:

· Offeror’s Service Capability 40%
· Offeror’s References 15%
· Offeror’s Proposed Price 20%
The committee selection based on the scoring matrix was Questcare and Dr. Sharon Malone.
