SV140601 - Sign Variance - Landings of Carrier Parkway Signage (City Council District 2). An appeal to the sign standards to allow a monument sign with an electronic message center to deviate from the requirements of Article 9. The 1.59-acre property, located at 915 Desco Lane, is zoned Planned Development District No. 175 (PD-175) and is within the State Highway 161 Overlay Corridor district.

Analysis
The applicant is requesting an appeal of Section 9.8.2.10.(a) of Article 9 of the Unified Development Code that limits the placement of a new digital sign to no closer than 200 feet of a residential zoning line. In addition to the fact that the subject property is zoned PD-175 for multi-family and townhome uses, the proposed sign location is approximately 150 feet from Single-Family Four (SF-4) Zoning District located on the east side of S. Carrier Parkway. The applicant is further requesting an appeal of Section 9.10.8 of the Unified Development Code that states monument signs shall have a base, middle and cap and that the sign face shall be surrounded by a masonry border that is comprised of a masonry material that is stone or brick. The proposed sign includes a aluminum constructed cabinet with a stucco type finish. The proposed sign meets the minimum dimensional standards.
The applicant states that the purpose of the monument sign with an electronic reader board at this location (the Landings apartment property) is to advertise and promote organ donor awareness messages from the Nicklas Foundation. The applicant further states that the sole purpose of the Landings apartment is to endow the Nicklas Foundation and to provide housing for transplant families that are relocating to the Dallas area for a life saving transplant.
