Analysis
Consumer electronics is one of the fastest growing segments of the waste stream. In 2013, over three million tons were generated in the U.S., with approximately 40% recycled. Environmental contaminants associated with consumer electronics make the landfilling of electronics an undesirable option.
Effective December 31, 2016, due to a loss of sponsorship, ECS was no longer able to continue our price agreement for electronics recycling. Therefore, Notice of bid #17037 was advertised in the Fort Worth Star Telegram and Bid Sync; it was distributed to 22 vendors.
There was one Grand Prairie vendor available for this commodity. Two bids were received as shown on attachment A.
The award was based on best value criteria set up in the specification, including material markup, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification.
After an evaluation of the two bids submitted it was determined the best value bid was submitted by Universal Recycling Technologies and is recommended for award.
Financial Consideration
Funds are available in FY 2016/2017 Solid Waste Fund (303510) for environmental compliance and will be charged accordingly on orders through the end of the current fiscal year. Fundi...
