Analysis

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency.  The City of Grand Prairie has master inter-local cooperative agreements with various entities including NCTCOG.

 

The City operates its finance and human resources software under a master license agreements obtained through NCTCOG through the Shard Service Center Cooperative of North Texas Interlocal Agreement that the City is a member of.

The total amount for FY 2017/2018 is $186,732.00

 

The agreement was first signed and executed on November 11, 2004 with an initial one year term, whereafter the agreement would be automatically renewed from year to year upon appropriation of funding and/or unless terminated in accordance with the terms of the agreement.  2018 represents the fourteenth year of this agreement.

Funding is provided in the FY 2017/2018 General Fund Operating Budget, Information Technology, Computer Software Maintenance  (151010-63165)
