Analysis
The treated water contract with the City of Fort Worth requires that any water restrictions imposed by Fort Worth must be likewise imposed by the customer cities on their retail customers. Fort Worth has moved 2 day per week irrigation restrictions and the prohibition on irrigating between the hours of 10 AM and 6 PM from their Emergency Water Use (aka Drought Contingency) Plan to their Water Conservation Plan, which means that these requirements are applicable year-round and not only in times of a declared water emergency due to drought or other factors. However, the Emergency Water Use Plan remains and imposes further restrictions in the event of a water emergency.
Fort Worth took the above actions since we passed our water conservation plan in 2009 which brought us into compliance with their requirements at that time. While we have generally been following these requirements anyway, we need to make these same adjustments to our water conservation plan. Like Fort Worth, we will maintain an Emergency Water Use Plan that imposes more stringent restrictions during water emergencies.
