Analysis
The purpose of this planning initiative is to update both the Master Transportation Plan (MTP) and the Comprehensive Plan. These plans, which serve as a guide for the growth and development of the city, will also contain a range of implementation actions for achieving the defined strategies within. The development of the plans will be supported through a public process that includes the input of key stakeholders, public meetings, and a public hearing process for plan adoption.

Freese and Nichols, Inc. will initiate work on the project by setting forth the framework for the project efforts and getting concurrence from City staff on the framework and the approaches to various work tasks and processes for stakeholder and public engagement.

The identification of issues and development of goals will be based on input from stakeholder interviews, a public input meeting, dialogue with community leadership and City Staff input. The basis of this input will be to understand issues, ideas, needs and opportunities of the transportation system and key elements of the comprehensive plan such as, land use, redevelopment, livability and special planning areas. The development of a set of broad-based, clearly stated transportation and comprehensive plan goals will
provide a mechanism to define objectives and recommend actions to support continued community and transportation system development.

Freese and Nichols, Inc. will review, analyze and document the existing conditions in Grand Prairie. Emphasis will be placed on an analysis of the current thoroughfare system and recent plans found most relevant by the City.
