Analysis
In 2015, the Fire Department implemented a multi-year plan to conduct annual physicals (beyond pre-employment) for all sworn Fire personnel in accordance with certain testing recommended by the National Fire Protection Agency (NFPA). Such testing standards are common in many Fire departments and are nationally accepted. The annual physical testing has been staggered over three-year periods, essentially testing 1/3 of the sworn population each year. The hope is that this required testing will result in early detection of any health issues so that Fire personnel may have the opportunity to work with their personal physicians to reduce risk long-term and to improve the chance of early detection and treatment as needed in order to extend life and health.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including the City of Plano.
