Analysis
The intent of this purchase will minimize the amount of unauthorized discharge of Sanitary Sewer throughout the City.
The Smart Cover - S will give real time monitoring of known problem areas to potentially give Water Utility Crews an advanced warning prior to Sanitary Sewer overflows, usually due to stoppages.
Water Utilities currently has several of these units in place and has experienced zero (0) overflows at any of the locations containing the Smart Cover - S. We have received several notifications from these locations and have responded well before any potential discharge took place.
Purchase of the additional Smart Cover - S is necessary to comply with the Sanitary Sewer Overflow Initiative set forth by the Texas Commission of Environmental Quality. The goals of the initiative are to reduce the number of sanitary sewer overflows that occur and to address the sanitary sewer overflows before they harm human health, safety, or the environment and before they become enforcement issues. State purchasing laws authorize local governments to enter into inter-local and cooperative agreements for the performance of governmental functions normally associated with the operation of government, such as purchasing of necessary materials and supplies. The City of Grand Prairie does not need to competitively bid items purchased through such agreements as they have already been bid by the sponsoring entity. The City of Grand Prairie has a master inter-local cooperative agreement with Buy Board. Recommend purchasing the Smart Cover - S from Hadronex Inc. through the Buy Board Inter-local Agreement contract.
