Analysis
Prairie Waters Development is the retail/commercial development at the southeast corner of S.H. 360 and Ragland Road in Grand Prairie. This site is one of the last intersections in Grand Prairie along State Highway 360 with attractive access and visibility. In an effort to attract retail/commercial developments at this intersection, developer Charlie Anderson of CWA Management, LLC, has proposed constructing the necessary infrastructure to prepare the area for development and to serve other adjacent properties and provide oversizing for service to additional properties. Mr. Anderson’s Prairie Waters Development will have approximately 34 acres of retail/commercial acres in the Development.

The City Council has previously discussed this agreement. This was presented to the CCDC in December. It was scheduled to be presented to the December F&G committee but due to the long December agenda and previous discussion with the City Council was removed from their agenda.

This infrastructure is part of the 2014 Freese and Nichols CIP study (map attached) to get the area "Development Ready." That plan was funded in the City's CIP. This agreement is proposed for construction with the City and the Prairie Waters Development including water, sewer, paving and drainage that will allow this area to be "Development Ready."
