Price agreement for guard rail removal and installation with Vann/Elli, Inc., at an estimated annual cost of $248,250 for one year with the option to renew for four additional one year periods totaling $1,241,250 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term(s)

Analysis
Guard rails are designed and installed to protect errant vehicles from leaving the roadway and striking a fixed object, steep slope or body of water. Many of the guard rails within the City are in need of maintenance due to either natural deterioration or by vehicular accidents.
Notice of bid #18026 was viewed by 22 vendors. There were no Grand Prairie vendors available. There were 2 responses received, as shown on Attachment A.
The low bid from Vann/Elli, Inc. meets specifications and is recommended for award.
Financial Consideration
Funds are available in the FY 2017/2018 Street Capital Projects Fund (400192), WO #01809003 (FY18 Guard Rails) and will be charged accordingly or orders through the end of the current fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
