Analysis
On March 19, 2012, a contract was executed with JEA Hydrotech Engineering Inc. in the amount of $41,505 for two design projects; including the Tangle Ridge Bridge Relocation Project, and foundation and pier design for the Prairie Lakes Golf Maintenance Building. The design services for the maintenance building included topographic surveying and geotechnical testing for the design of the foundation and concrete slab for a pre-engineered metal building to be installed by City forces. Staff received bids for the building structure and exterior materials but was unable to finalize a contract with either the low or the second low bidders due to requirements in their contracts that were not acceptable to the City.
Due to the issues surrounding the City procurement of a building and the staffing impact on the in-house installation, the Parks and Recreation recommended funding for publicly bidding the entire project.
This revision to the project requires a design change order with JEA Hydrotech to develop a full set of design plans, construction drawings and contract documents and additional construction administration and observation services. The negotiated fee is in the amount of $12,510. The amount of this change order brings the total contract amount above $50,000 which exceeds City Manager authorization of contract approvals.
Financial Consideration
Funding for the change order to a consultant contract with JEA Hydrotech Engineering Inc. in the amount of $12,510 for the Prairie Lakes Golf Course Maintenance Buildings is available in the Parks Capital Projects Fund (317193), WO #01203803 (FY12 Golf Infrastructure).
