Analysis
On March 4, 2014 the City awarded a construction contract to Texas Standard Construction in the total amount of $704,507.90 for Fargo Outfall Rehab Project. Included as part of the contract award was a 5 percent contingency of $35,225.39 for project changes while under construction, which is typical for Capital Improvements projects.

This project was originally driven by the 2008 Grand Prairie Wastewater Master Plan, identifying it as a need to alleviate periodic sanitary sewer overflows during wet weather periods. This project was selected by the Texas Water Development Board as a project eligible for a Green Project Reserve Grant, equating to $87,000 towards the construction cost being provided to the City by the State. TWDB approved the award and issuance of a notice to proceed for this project which consists of the rehabilitation and replacement of 3,525 linear feet of wastewater pipelines west of of FM 1382, south of Fargo Drive.

This change order/Amendment No.4 provides for Stand-by rental of 2200 LF of 18” HDPE pipe- in- place for By-Pass pumping operation. A TRA project downstream of the Fargo project which receives flow this pipeline had not met the expected completion date resulting in further delays to the Fargo Outfall project and shutting down our contractor. TRA is expected to complete their project which will receive flows from Fargo outfall by the end of 2015. It is expected that Texas Standard construction will ask for remobilization costs upon resuming work.

Change order No. 1 at no cost to the City provided for compliance with terms and conditions of the nationwide permit 12 for utility line activities and National flood insurance program.
