Analysis

The City owns two bridges located in the Westchester Public Improvement District (PID), which have developed surface dilapidation due to weathering and graffiti removal.  The bridges are over creeks on Polo Road and on Bardin Road.  The PID approached the City to develop a strategy to improve the aesthetic and discourage graffiti.  A project was proposed to repair the bridge facade, with help from Public Works, and subsequently apply murals and protective coatings on the four bridge rails.  The repairs and murals will be applied on the traffic-side of the bridges.  A team of two artists, Chris Arnold and Jeff Garrison, dba Eyecon Studios, Inc., submitted an initial concept for the murals on the four bridge rails, that was approved with minor modifications by the Westchester PID Board and the city's Public Art Coordinator.  It is expected that these two bridges will be converted from a blighted condition to an attractive feature for the Westchester community and the city.  The total cost of the contract for the artists to prime, paint, and apply the isolation and clear coats is $61,910.

 

Financial Consideration

Funding to repair the two bridge facades and apply a mural and protective coating, in the amount of $61,910 is available as follows:

 

1.  $31,910 in the Municipal Facilities Capital Projects Fund (405090) WO #01915303 (Bridges and Murals Project) 68540 and 63040

2.  $30,000 from the Westchester PID.  Funding from the Westchester PID was unanimously approved during the January 17, 2019 PID Board meeting.
