Analysis
Based upon pedestrian crossing activity, a new crossing guard post has been established across South Carrier Parkway at Queens Way for students of Reagan Middle School. It is recommended to amend Schedule III of the Traffic Register by establishing a new school zone on Carrier Parkway north and south of Queens Way to protect this crossing. This zone will be effective 8:00 am until 9:00 am and from 3:45 pm until 4:45 pm on school days.

Financial Consideration
The new 20 mph reduced speed school zone will be established using solar powered flashers. Costs associated with this new school zone will be paid out of the Street operating budget.

AN ORDINANCE OF THE CITY OF GRAND PRAIRIE, TEXAS, AMENDING SCHEDULE III OF THE TRAFFIC REGISTER TO ESTABLISH MAXIMUM SPEED LIMITS LESS THAN 30 MPH; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND TO BECOME EFFECTIVE UPON ITS PASSAGE, APPROVAL AND PUBLICATION

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND PRAIRIE, TEXAS:

SECTION 1. THAT Schedule III - Establish Maximum Speed Limits less than 30 mph shall be amended as follows:

Carrier Parkway S 20 MPH 8:00 am to 9:00 am
From: 360’ N of Queens Way 3:45 pm to 4:45 pm
To: 300’ S of Queens Way

SECTION 2. THAT this section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional by any court or competent jurisdiction, such shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof.
