Chapter 791 of the Texas Government Code, also known as the Inter-local Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services.
Chapter 271 of Texas Government Code, authorizes all local governments to participate in a cooperative purchasing program with another local government of this state or another state or with a local cooperative organization of this state or another state.
The City of Grand Prairie would like to enter into an inter-local cooperative agreement with the State of Minnesota, through its commissioner of Administration, Materials Management Division so that we may purchase products and services that have been competitively bid by the State of Minnesota's Materials Management Division. The State of Minnesota contracts for equipment, electrical products, furniture, tires, facility and maintenance services, lawn and landscape services, security services and many more. Purchasing through cooperative agreements saves Purchasing staff time and gets products and services to departments much sooner. The City will place orders and make payment directly to the vendor in most instances.
The supplier for each contract shall bill the City directly for all goods and services purchased and the City shall be responsible for payments and ensuring the supplier's compliance with all conditions of the agreement.
