Analysis
Customer billing and Utility revenues are dependent on accurate metering. Large meters (3” and larger), while representing only 0.5% of the total meter population, account for nearly 20% of the Utility’s water revenues. It is important that these meters remain accurate. The requested funding level will support annual testing and repair of all critical meters, and a 3-year rotating testing and repair schedule for the remaining large meters.

State purchasing laws, Local Government Code, Chapter 271, authorize local governments to enter into joint contacts and cooperative agreements for the performance of governmental functions normally associated with the operation of government such as purchasing necessary materials and supplies.

The City approved a Master Interlocal agreement with the City of Richardson whereby the City could make use of all of that entities agreement(s). This communication is to notify the Council that staff would like to make use of this particular agreement and enter into an annual contract with UWS, Inc.
