Price agreement for mosquito laboratory services and chemical application with Municipal Mosquito for an amount not to exceed $72,500 for one year with the option to renew for four (4) additional one year periods totaling $362,500 if all extensions are exercised; and authorize the City Manager to execute the renewal options with the aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal term

Analysis
Environmental Quality traps mosquitoes from approximately 25 locations per week from April through November. The City then submits these samples to our contractor for speciation and laboratory testing to determine if West Nile Virus has been detected and if the species that carries the Zika Virus has increased in numbers. This contract was placed on the agendas of the Public Health Advisory Committee and Finance & Government on March 5, 2018 and March 6, 2018 respectively.
Notice of bid #18041 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to eleven (11) vendors. There were no Grand Prairie vendors available for this commodity. One bid was received as shown in the attachment.
The award was based on best value criteria set up in the specification, including material markup, reputation, quality of service, price, past relationship with the city and other municipalities, if they were local, and other relevant criteria as listed in the specification.
Financial Consideration
Funding for the contract with Municipal Mosquito for laboratory services in an amount not to exceed $72,500 is available in the FY18 Water Inspections Operating Fund (303010-61485).
