Analysis
On December 11, 2007, an engineering contract was awarded to Grantham & Associates, Inc. in the amount of $263,471 and authorized a 5% contingency of $13,173 for a total of $276,644 for the design of paving and drainage improvements for Camp Wisdom Road Phase III between Robinson Road and Carrier Parkway.
As part of the FY 2011 CIP, the City Council approved shortening this project to only remove the existing dog-leg due to traffic back-up and safety concerns.
This Amendment/Change Order No. 1 provides for the preparation of revised engineering plans and specifications for a reduced scope of work. These revisions include shortening the section of the proposed Camp Wisdom Road between Robinson Road and Carrier Parkway to an approximately 1,000 feet of 4-lane divided roadway to then transition to the existing two lane asphalt roadway. This proposed section of roadway will straighten Camp Wisdom Road by eliminating the current off-set at Robinson Road and it would enable traffic in Camp Wisdom Road to continue eastward through the Robinson Road signalized intersection towards Carrier Parkway.
Financial Consideration
State statutes require City Council approval of a change order when the cumulative cost of this change order exceeds $25,000. With approval of this change order, the City Manager will be able to approve the change order to a cumulative value of $25,000 without additional Council approval. Also, the City, as an owner, reserves the right to increase the amount of the work to be performed in a given construction contract by an amount not to exceed twenty-five (25%) percent of the original bid. The amount of this contract is $263,471 and the 25% value of this contract is $65,868.
