Analysis
On July 15, 2014, the City of Grand Prairie approved the engineering drainage plan review service contract. Developers in Grand Prairie will be required to deposit the engineering drainage plan review fees prior to having a third party engineering consultant review their drainage plans for compliance.
The current procedure for the drainage review is to initiate the drainage plan review following the receipt and execution of an escrow agreement with the developer depositing with the City the engineering drainage plan review fees required by Ordinance No. 7677. The consultant then initiates the review process following the City letter to proceed, and upon the completion of the review process, a letter is issued by the consultant for the City to approve the drainage plans. Any remaining fee amount is returned back to the developer.
The firm of Halff Associates was recommended for providing these services. They have been performing this work for the City since 2009 and have not requested a fee increase for this work.
The current proposed change order No. 3 is necessary to address engineering drainage plan review needs for anticipated future private development projects. This change order will raise the maximum current contract from $220,000 to $280,000. Contract term shall be remain set to expire on July 31, 2017.
Amendment No. 1 in the net amount of $0 (zero) provided for a time extension only.
Change Order/Amendment No. 2 addressed engineering drainage plan review needs for increasing private development projects. This change order raised the maximum current contract from $160,000 to $220,000. Contract term was extended to expire on July 31, 2017.
