Price agreement for car wash services from Supershine Car Wash (up to $13,450 annually) and Parkway Car Wash (up to $3,640 annually) for one year with the option to renew for four additional one year periods totaling $67,250 and $18,200 if all extensions are exercised and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
These contracts will be used to clean City owned vehicles. These services shall include but not limited to exterior washes, vacuum, windows, interior cleaning, exterior polish/wax, towel drying and mini-detail.
Notice of bid #16087 was advertised in the Fort Worth Star Telegram, the State's Electronic Business Daily, and Bid Sync; it was distributed to thirteen vendors. There were five Grand Prairie vendors available for this commodity. Four bids were received as shown on attachment A.
The award was based on best value criteria set up in the specification, including reputation, quality of service, price, work history, if they were local, and other relevant criteria as listed in the specification.
Staff recommends a split award to Supershine Car Wash in the amount of $13,450 (approximately 1900 washes and three (3) mini details) and Parkway Car Wash in the amount of $3,640 (approximately 600 washes and two (2) mini details). Supershine Car Wash has been the City’s main car wash for many years. They recently sold their South location to Parkway Car Wash. Employees who work at the south end of the City need that location available to save time and fuel.
