Analysis
The City owns two bridges located in the Westchester Public Improvement District (PID), which have developed a dilapidated appearance on the surface due to weathering and graffiti removal. The bridges are over creeks on Polo Road and on Bardin Road. The PID has approached the City to develop a strategy that will improve the aesthetic and discourage graffiti. A project was proposed to repair the bridge facade and apply a mural and protective coating. The mural and repairs will be applied on the traffic-side of the bridges. It is expected that these two bridges will be converted from a blighted condition to a beautiful feature for the community. The total cost for the project is estimated at $67,000.
Financial Consideration
Funding to repair two bridge facades and apply a mural and protective coating, in the amount of $37,000 is available by approving an ordinance transferring and appropriating from the unobligated fund balance in the Municipal Facilities Capital Projects Fund (405090) to WO #01915303 (Bridges and Murals Project). On October 11, 2018, the PID voted to contribute $30,000 to enable this project to move forward.
