Analysis
A traffic signal at Lake Ridge Pkwy and S. Grand Peninsula Dr. is needed to facilitate fire trucks to and from the new Fire Station 10 at Balboa and S. Grand Peninsula Dr. Also, staff has conducted traffic signal analyses for the installations of a traffic signal at England Pkwy at N. Grand Peninsula Dr. and S. Grand Peninsula Dr., and at W. Camp Wisdom Rd. at Lynn Rd. These intersections are currently controlled by stop signs and are warranted for the installation of a traffic signal.

A notice of bid was posted on Bidsync on June 30, 2016. Three bids were received and opened on July 18, 2016. The low bid was received from Durable Specialties, Inc. in the amount of $364,940. Durable Specialties, Inc. has installed numerous traffic signals in Grand Prairie with excellent results.

Staff proposes a 5% contingency in the amount of $18,247, and in-house inspection in the amount of $11,000.

In addition to the project award cost, the City will purchase the required equipment which will consist of poles, cabinet and controllers, video detection cameras (VIVDS), Opticom detectors, battery backups, ethernet switch and signal communication equipment and provide this equipment to the contractor for installation.
