Analysis
The PID Board recommended that BrightView Landscapes, LLC be awarded a contract for landscape and irrigation system maintenance services. The term extends from April 1, 2018 through March 31, 2019. BrightView Landscapes had the contract last year and performed satisfactorily.
Texas Local Government Code, Chapter 252.022 (a) (9) exempts public improvement districts from competitive bidding requirements. Per that statute, the PID Advisory Board is empowered to enter into contracts such as the ones with BrightView Landscapes, LLC following approval by the City Council.
Financial Consideration
Funds for this contract are available from annual assessments adopted by the City Council on September 19, 2017, which are estimated to generate $1,357,061 for the fiscal year.
