The Police Department is requesting to purchase the Investigative Data Platform from Vigilant Solutions. The Investigative Data Platform includes License Plate Reader (LPR) database access, and facial recognition capabilities. The LPR data access is an essential tool for the investigation of criminal offenses. The LPR data access will allow investigators to track targeted vehicle movements from a national database. This one-time purchase will allow for five years of database access.
Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including HGAC.
The HGAC primarily offers products that are utilized in the fields of Public Safety, Public Works, and Communications. A wide variety of capital equipment is under contract, and through a unique feature of HGAC Buy it can be customized through the use of published and unpublished options to fit your specifications and requirements.
The Investigative Data Platform will be purchased directly from Vigilant Solutions through their H-GAC contract EF01-17.
Financial Consideration
Funding for a Price agreement with Vigilant Solutions for the Investigative Data Platform in the amount of $89,975 is available in the FY 2017/2018 Crime Tax Fund budget, 61065 (Contractual Services).
