Analysis
The Main Library began a major makeover in January 2016. As we’ve proceeded, several things were not anticipated (soffit detail, exposed structure finishes, isolation valves in restrooms), deconstruction uncovered unseen issues (major mold to remediate, rusted out metal 2x4s and walls to be rebuilt as a result) and some items were not included in the architectural drawings for bid (structural steel for butt glass walls, stairs out back door).
We’ve reached a point of exceeding contingency and are coming back to the City Council to authorize additional funding to cover the work that needs to be done to complete the project:
· Convert 25 gauge walls to higher gauge per structural engineer
· Remove VWC from walls
· Provide stairs out new exterior emergency door in children’s library
· Reconstruct walls after mold abatement
· Add structural steel for stacking bay
· Add exposed structure finishes
· Soffit demolition and replacement
· Add isolation valves in all restrooms
· Fill CMU void in exterior wall cavity
· Add structural support for ½” butt glass system
· Relocate VAV from above hard ceiling
· Reroute roof storm water drain from middle of men’s restroom
· Change in scope for water wall
Money is budgeted in the Capital Budget for $2.3 million renovation in 2016 ($1.1 M for physical renovation; $1 M for furniture and signage; $200,000 for exterior entrance artwork). The project was approved at by City Council on Nov. 17, 2015, for $768,815, which included a $36,610 contingency and a $732,205 bid. We are asking for approval for $68,518 (already approved $36,610 contingency plus $31,908.00) to complete items above. Money is available in the Library’s Main Remodel CIP.
