Analysis
As part of the City’s ongoing Capital Improvements Program, wastewater locations in decaying condition are recommended for replacement by the Water Utilities staff on a yearly basis. City staff has prepared plans and specifications to replace a decaying aerial wastewater main crossing over Kirby Creek, located behind the property at 530 Sir Roland Drive. This aerial wastewater main includes approximately 178 LF of 8” wastewater pipe replacement, 4 new drilled piers for the aerial wastewater main crossing, 4 new wastewater manholes, and approximately 1,350 square yards of surface restoration, including approximately 1,100 square yards of sod.

While negotiations were ongoing with property owners to obtain construction access for the wastewater main crossing, City staff was notified that the slope along Kirby Creek behind 520 Sir Roland Drive had failed, and the failure was in danger of including a portion of the existing public wastewater main within a dedicated easement along the backyard of 520 Sir Roland Drive. As per the recently approved erosion resolution, the City is responsible to protect such public facilities. City staff prepared additional plans and specifications to repair the slope failure immediately adjacent to the existing wastewater main by constructing a gabion wall to armor the bank of Kirby Creek and prevent additional erosion and future slope failures.
