Analysis
On June 6, 2019, the Purchasing Department received a total of thirteen submittals through a Request for Qualification Proposal advertisement (RFQ 19113). A committee of Parks, Arts and Recreation staff evaluated the submittals and selected the consultant firm of Dunaway Associates as the finalist for the project. Dunaway has completed several master planning projects for the City of Grand Prairie including the successful 2008 Recreation and Open Space Master Plan and the 2019 Turner Park Master Plan.
The firm will evaluate the existing conditions of the park, manage staff input process, develop a conceptual master plan, conduct a market analysis of proposed improvements, and cost estimation of improvements for the park. The consultant has submitted a fee of $76,915 for the project.

Financial Consideration
Funding for professional services contract with Dunaway Associates, L.P., is available by approving an ordinance transferring and appropriating $80,761 from the unobligated fund balance in the Lakes Capital Project Fund (318793) to WO #01917303 (Loyd Park Master Plan).
