Analysis
On April 24, 2015, Main Street Fest will kick-off for the third year. During the 2014 Main Street Fest the City contracted with Carnival Americana in a one year contract agreement to provide carnival amusement rides/games/food for the event. This addition was widely popular. Staff developed a bid package in concert with the City Attorney's office for a multi-year contract. On February 20, 2015, bids were received by the City. A total of one complete bid was received, submitted by Carnival Americana with a projected revenue to the City of Grand Prairie in an amount of $10,000, based on total estimated volume of sales. The 2015 festival will continue to be a two day event but 2016 and beyond is anticipated to extend to a third day of festivities which in turn will generate additional revenue.
If all options are accepted, the potential revenue stream over the term of the total contract could exceed $50,000 which requires Council approval.
Carnival Americana does provide a turn-key operation including equipment, portable power and staffing.
Financial Consideration
It is anticipated that the revenue generated will be approximately $10,000 and is utilized to offset expenses incurred in the production of the event.
