Analysis
In 2003 the City started with Tele-Works to provide online bill presentment and payment options to our customers. They later changed names to TWI and now Paymentus. Paymentus is transitioning away from a very old version of the service platform we are currently using and need to move us to the new one. This new platform will continue to offer the same bill presentment/payment option but also has additional features one might expect to see anywhere they pay online such as the ability to schedule/cancel payments and autopay on due date (as opposed to a predetermined day such as the 15th of the month).
Currently, approximately 624,000 bills are processed annually and the City participates in the Absorbed Fee Model paying a monthly rate for bills processed at $1.63 for credit/debit card transactions, 2.65% volume of sales for non-qualified credit/debit cards, and $0.30 for ACH/eChecks.
Chapter 271.022 of the Local Government Code authorizes local governments to exempt competitive sealed bids/proposals when the required items or services are only available from a single source.
Financial Consideration
Funding to approve a master service agreement with a sole source provider, Paymentus, is available in the FY 2018/2019 Water Wastewater Fund, (361010-61425) for credit card service charges and will be charged accordingly.
