Analysis
On November 19, 2013, City Council awarded a construction contract to Symone Construction for the development of a lodge facility and camp store at Loyd Park. During the design phase a separate lodging unit was designed that resembled the original Loyd Home that was acquired by the U.S. Army Corps of Engineers as part of the Loyd Park acquisition. The home was in poor condition and has since been demolished.
The cabin project was advertised for construction bids in the fall of 2013 and the pricing exceeded the available funding. Symone Construction was provided a set of plans and provided a price quote of $109,000. This amount is within the 25% allowable change order capacity of the existing contract in the amount of $527,021. Staff recommends approval of the change order. The Housing and Community Development Department is coordinating the construction with Symone Construction for the lodge facility. Construction work for this change order will also be coordinated by Housing.

Financial Consideration
Funding for Change Order #1 in the amount of $109,000, with Symone Construction for the construction of a lodging unit at Loyd Park is available in FY 2013/2014 Hotel Motel Building Fund (310217-68540) of $150,000 for construction and $25,000 for furnishings.
