Price agreement for Pavement Resurfacing from Reynolds Asphalt and Construction Company (up to $3,523,900 annually) for one year with the option to renew for four additional one year periods totaling $17,619,500 if all extensions are exercised; and authorize the City Manager to execute the renewal options with aggregate price fluctuations of the lesser of up to $50,000 or 25% of the original maximum price so long as sufficient funding is appropriated by the City Council to satisfy the City's obligation during the renewal terms

Analysis
This agreement will be used for asphalt overlaying of designated streets throughout the year.
Notice of bid # 16112 was viewed by 25 vendors. There were two Grand Prairie vendors available for this commodity, one of which did not respond. Two bids were received as shown on attachment A.
The award is based on best value criteria, set up in the specification, including reputation, quality of service, price, work history, if they were local, and other relevant criteria as listed in the specification. The lowest bidder, Reynolds Asphalt and Construction Company meets all specifications and is recommended for award. We have worked with Reynolds in the past and have been very well satisfied with their work.
Financial Consideration
Funds are available in FY 2015/2016 budget 251210-63030 for Streets, Roads, Highway Maintenance and will be charged accordingly or orders through the end of the fiscal year. Funding for future fiscal years will be paid from that year's approved budgets.
