Analysis
Espey Consultants is the firm that master planned the City's wastewater system and as such has a hydraulic model of the system. They are in the best position to perform necessary support services such as: 1) reviewing wastewater flows using TRA data and advising the City on anomalies in data as applied to the city's wastewater service areas and expected wastewater flows; 2) assisting in completing the mothballed South Sector Lift Station which we constructed before development stopped and has never been used; 3) providing analysis of proposed land development projects in the city to advise on impacts to the City's wastewater collection system; 4) assisting in response to active sanitary sewer overflows occurring in the city's wastewater system that do not involve simple stoppages but are related to capacity and inflitration/inflow issues; and 5) updating the city's design standards for wastewater design when improvements to the system are considered.

This particular contract approved by the City Council June 7, 2016 (16-5657) specifically addresses the installation of check meters to continue the field investigation/accuracy of TRA billing meters as well as other support services described above.

Change Order/Amendment No. 1 in the amount of $72,768 approved by City Council October 11, 2016 (16-6049) represented the proposed change in scope for the analysis of data on two week intervals, extended temporary flow metering period until 11/3/16 and additional general support in reviewing flow data.
