Analysis

Chapter 271 of the Texas Local Government Code, and Chapter 791 of the Texas Government Code, also known as the Interlocal Cooperation Contracts Act, authorizes all local governments to contract with each other to perform governmental functions or services including administrative functions normally associated with the operation of government such as purchasing of necessary equipment, supplies and services.

The City of Jacksonville, Texas and the City of Grand Prairie would like to enter into an interlocal agreement that would authorize the purchase and sale of a 2011 Harbor Guard Fire and Rescue Boat.

The City of Jacksonville has agreed to purchase the Harbor Guard Fire and Rescue Boat from the Fire Department in the amount of $48,000 through this interlocal agreement. Purchasing has determined that this complies with the surplus property ordinance; the City is receiving fair market value for the sale.

Financial Consideration

A deposit, in the amount of $25,000, will be made in the Fire Capital Projects Fund (400591-49230). The remaining amount of $20,005, less brokers' fees of $2,995, will be deposited into the Fire Department's TASPP fund (334691 45335) for FY19 capital expenditures on the new fire boat and dock modifications at Lake Joe Pool.
