Analysis
Amend Tyler Technologies/Incode contract dated March 4, 2008 for the purchase of 47 Brazos E-Citation Solutions. In recent years, citation count has dropped dramatically. In 2004/2005, the city issued over 61,000 citations. Over the next several years that amount had fallen by 15%. Between 2004 and 2010 there were staffing reductions within the court. This was not an impact to the court because citation count had been decreasing each year. Within the last year, citation count has increased by 15%. After speaking with the Police Chief Steve Dye, he believes that it will continue to increase each year. There are several benefits to using a handheld device instead of a handwritten citation. Electronic citations upload directly into the court software. It does not require staff to manually enter the information on the citation. Electronic citations are more legible and provide more accurate information. They will not only scan the drivers license, but also the registration sticker on the vehicle. In the event the court must issue a warrant it is very important to have accurate information. The E-Citation solution will also allow officers to improve the exchange of information at the scene of an accident. Approving the purchase of the 47 units will allow the court to maintain its current efficiencies without asking for new positions.

Funding for the purchase of 47 handheld ticket writers from Tyler Technologies in the amount of $199,261 is available in the Capital Reserve Fund (402590), WO #01309403 (FY13 Municipal Court).
