Analysis
The Police Department’s Communications Center seeks to continuously provide a high level of service to the first responders, citizens and visitors of the City of Grand Prairie. The Communications Center serves as the nerve center for various emergency services and is the hub of all first responder radio traffic, telephone calls, and 911 emergency calls. Due to State law, open records requests, and evidentiary requirements, the Communications Center is required to maintain a complete audio record of all communications.

The Communications Center operates three Eventide recording servers that function as secure equipment which complies with the evidentiary and legal requirements. Vista Comm has provided quality maintenance service for the three Eventide recording servers per sole source file #18102 and serves as the only company in Texas to receive special training in the integration to the Department’s equipment. Sole source purchases are exempted from bidding requirements as stated in Section 252 of the Local Government Code.

The Public Safety, Health and Environmental Committee reviewed this item on April 1, 2019 and recommended that it be forwarded to the City Council for approval.
