Analysis
This contract is to replace the air conditioning system at the Women's Building due to the age and operating condition of the system. This project had been included as part of the fiscal year 2016 budget process and approved in the Municipal Capital Project Fund. After an evaluation staff determined that the unit required immediate replacement as it was anticipated that the unit may fail shortly.

Chapter 271.102 of the Local Government Code authorizes local governments to participate in a cooperative purchasing program with another local government or local cooperative organization. In lieu of competitive bidding, items and services may be purchased through such agreements as the agreements have already been bid by the sponsoring entity or agency. The City of Grand Prairie has master inter-local cooperative agreements with various entities including BuyBoard.

Buyboard allows us to save money through "economies of scale", with the pooled purchasing power of their members. They include hundreds of school districts, municipalities, counties, other local governments, and nonprofit entities across Texas. They use the power of numbers as leverage to get better prices with the same vendors we use now.

Brandt through their BuyBoard contract 461-14 was awarded this contract. Brandt has successfully completed recent projects for the City including consulting and correcting the design issues with the 911 Emergency Communication Center’s HVAC system at Public Safety Building and the replacement of the Parks Administration Building HVAC system which attributed to this decision.

Funding in the amount of $150,458 is available in the Municipal Facilities Capital Projects Fund (405090)...
