Analysis
Council authorized the City of Grand Prairie to enter into an interlocal cooperation agreement with the City of Irving, TX on April 21, 2015 agenda item 15-4560 for a joint fire training center at an estimated cost of $2 million.

The first phase of the project included the award of the pre-engineered burn tower building with Reed Construction, Inc in the amount of $1,365,500.

The second phase of the project will include the site grading, wet utilities, storm drainage, entry drive, concrete skills training pad, security fencing, as well as a 4,000 square foot classroom building. The project is being awarded to JC Commercial, Inc for the base bid of $4,199,277. This base bid also includes $150,000 in owner contingency to address any unknown conditions which may be encountered as part of the construction process. The foundation of the pre-engineered burn tower will be awarded in the amount of $192,000 to Reed Construction through a change order to their existing contract as they were able to provide a low cost for the foundation. Training props at a cost of $150,369 to be constructed by the City of Irving,TX and F&F Concrete. Value Engineering Options by JC Commercial, Inc for a cost reduction of ($47,500). Furniture, fixtures and equipment at a cost of $130,000. A Project Cost Summary is attached as Exhibit A.
