Analysis

The need for a utility revenue requirement study for the water and wastewater was identified and approved as part of the FY 2018/2019 budget process by the City of Grand Prairie. A Request for Qualifications (RFQ)Solicitation for consultants was performed by the public works department.

 

Selection criteria involved the following:

- Ability to develop water & wastewater fund revenue requirement to incorporate the following:

                     - Develop a 5-year plan

                     - That meets fund balance and debt coverage goals

                     - That matches 2019-2020 budget

                     - And building in capital financing targets

- Ability to conduct a market analysis comparing rates to benchmark cities

- Ability to provide legislative updates and guidance for expanding in wholesale water service

 

Chapter 252, Section 22 of the Local Government Code allows for the exemption to competitive bidding when the expenditure is for Professional Services such as these consultant services. This item was presented for Finance and Government Committee consideration on February 5, 2019.

 

NewGen and Wildan both acknowledged and met with City personnel on February 1, 2019. Each firm was scored based cost of study, qualifications, presentations, and experience with projects of similar size, type, scope and schedule.

 

Willdan is recommended by City Staff for the project.

Funding for Professional Services Contract with Willdan Financial Services to provide a Utility Revenue Requirement Study and Long-Term Financial Plan in the amount of $19,500, is available in the Water Capital Projects Fund (500592) WO #01911901 (Consultant Support of Water Master Plan)
