Analysis
The Finance and Government Committee reviewed the policy at the meeting on November 2, 2010 and recommended adoption.

The proposed revision includes the following updates:

(1) Regarding annexation of property into an existing PID, if the subject property is contiguous to an existing PID and neither area has outstanding debt, it will be annexed into the existing PID if approved by the City Council. (p. 6)
(2) If a PID requests an assessment rate increase, the PID must hold at least one additional homeowner meeting within the month before the assessment hearing to announce the increase, provide budget information, and answer questions. The PID may hold additional homeowner meetings as needed. (P.7)
(3) It requires PID board members to comply with the City of Grand Prairie Code of Ordinances Article 1, Sec. 2.7 - 2.8 and the Texas Open Meetings Act. (p.8)
(4) It requires advisory board to notify the PID administrator of each meeting time and location at least seven business days in advance. (p.8)
(5) If any PID hires additional security, the Police Department will be notified prior to engaging the security service. (p.9)

Financial Consideration
There is not financial impact for the City or the PIDs.

Whereas, the City of Grand Prairie has designated several areas as Public Improvement Districts (PIDs) within the City of Grand Prairie; and

Whereas, it is necessary to adopt the City of Grand Prairie’s revised Public Improvement District policy;
