Analysis
As a requirement to keep the existing FEMA grants associated with mapping and modeling the floodplains, the City must develop and approve an administrative manual associated with the policies and procedures that the City will follow to comply with FEMA regulations. FEMA reviewed the draft manual prior to City staff presenting the manual to you for consideration. City staff request the City Council consider approving the following resolution.
Financial Consideration
A policy and procedures manual for handling FEMA-funded stormwater studies and projects is required to keep the current grants. Future FEMA stormwater grants are also dependent on the City having an administrative manual that complies with the Code of Federal Regulations. No other financial impact will result from this action.

A RESOLUTION OF THE CITY OF GRAND PRAIRIE, TEXAS, APPROVING THE CITY OF GRAND PRAIRIE’S ADMINISTRATIVE MANUAL FOR FEMA-FUNDED STORMWATER-RELATED STUDIES AND PROJECTS
WHEREAS, the City Council recognizes the value of FEMA-funding assistance to implement stormwater-related studies and projects; and
WHEREAS, the City Council recognizes the opportunity to stretch its limited financial resources by partnering with FEMA for said studies and projects; and
WHEREAS, the City is strongly encouraged to approve an administrative manual in compliance with the Code of Federal Regulations (44 CFR) to keep its existing FEMA grants.
NOW THEREFORE, BE IT RESOLVED, by the City Council of the City of GRAND PRAIRIE, Texas that:
